EBAA and several aviation associations, operators and verification bodies have presented a joint letter to the European Commission calling for flexibility policies on non-CO2 emissions. This text is a petition for temporary adjustability in the implementation of the EU’s new non-CO₂ monitoring, reporting, and verification (MRV) requirements.
The letter, addressed to DG CLIMA, highlights growing concerns across the aviation ecosystem regarding the late availability of the NEATS reporting tool, which is intended to support operators in calculating and reporting non-CO₂ aviation climate effects under the EU ETS framework.
The joint letter calls on the European Commission to adopt a pragmatic solution to ensure the first year of implementation remains workable for operators. Signatories request a temporary extension of the reporting flexibility period by at least two months once the tool is fully operational, along with clear confirmation that no penalties will apply for the 2025 reporting year to ensure consistent treatment across Member States.
The organisations stress that these measures would not weaken the EU’s climate ambitions. Instead, they would help ensure that the non-CO₂ MRV framework is implemented in a robust, credible and legally sound manner, supported by a functioning reporting system.
