EBAA responds to proposals restricting business aviation in Europe

Brussels, 24 April 2026. The European Business Aviation Association (EBAA) submitted a formal letter to the European Commission addressing recent proposals from the European Parliament’s Greens/EFA group to temporarily restrict business aviation operations.

The correspondence was directed to Commission President Ursula von der Leyen and the Commissioner for Sustainable Transport and Tourism, Apostolos Tzitzikostas. In the letter, the EBAA outlined the industry’s stance on the current energy challenges facing the European Union while highlighting the potential legal and economic implications of the proposed restrictions.

The EBAA’s position centers on several key factual points regarding the industry's footprint and utility:

• Operational Scale: Business aviation accounts for approximately 7% of total flights in Europe.
• Resource Consumption: The sector represents a minority share of total aviation fuel consumption.
• Legal Framework: The Association noted that restricting a specific category of transport raises questions regarding the freedom of movement and legal coherence within the EU Single Market.

The EBAA stated that while it supports the Union’s sustainability and energy security goals, it advocates for measures that remain proportionate to the sector's actual impact on total energy reserves.
