European Affairs Manager

Representing more than 700 aircraft operators, ground services, business airports and the wider eco-system around business aviation, the European Business Aviation Association’s (EBAA)  mission is to enable responsible, sustainable growth for business aviation, enhancing connectivity and creating opportunities.

EBAA was founded in 1977 to defend the interests of business aviation and provides value to its members and society by promoting best practices in safety and environmental sustainability, efficient and proportionate rule-making and increased connectivity within Europe.

YOUR ROLE

EBAA has a small team of international professionals who support our European members.

The position will be based in our beautiful Brussels offices but also requires some European travels (5 to 10%). As an essential pillar to the Public Affairs team, the selected candidate is expected to assume and drive a number of political files and projects.

She/he will report to the Secretary-General.

RESPONSIBILITIES

Among other things, the incumbent will:

  1. Steer policy developments by:
  • Monitoring developments of legislation, policy and programmes in the EU institutions that relate, directly or indirectly, to Business Aviation and proposing solutions and strategies to the Secretary-General;
  • Requesting inputs from in-house or external experts to define convincing and impactful industry positions;
  • Coordinating files and position papers with the EBAA secretariat in consideration of the political agenda at the European Parliament/ other EU institutions;
  • Preparing the meetings of the EBAA’s Advocacy Committee, which provides EBAA with technical inputs required to position the industry on various topics and files.
  • Identifying potential allies within the Brussels aviation community and build coalitions
  • Drafting and developing policy briefings/one pagers/positions as required;
  1. Help represent and promote the interests of Business Aviation by:
  • Developing a network of relevant policy contacts outside EBAA – including members of the European Parliament, European Commission staff, Transport Attachés, industry representatives, etc.;
  • Representing and being the voice of the association towards and actively engaging with the European institutions, mainly at the European Parliament, the Council and the European Commission; Involving EBAA Secretary-General when needed;
  • Advising the Secretary-General of relevant EU initiatives and need for EBAA responses and other opportunities to influence the decision-making process of the EU institutions;
  • Providing periodic and comprehensive information to the Communication Department that will further improve and disseminate communications to EBAA Members, and other target audiences.
  • In partnership with the Event Department, organising events or meetings to keep EU Officials abreast of industry developments and influence the debate;
  • Steering the ‘Meet your MEP’ program aiming at introducing our Members’ activities to key Members of the European Parliament in their constituencies;
  • Maintaining the EBAA’s page on the EU Transparency Register; coordinating EBAA’s responses to formal EC requests for feedback and consultations;
  • Supporting and advising the Secretary-General in its role of Chief Lobbyist of the association.

REQUIREMENTS

  • At least 5 years of relevant professional experience (the level of seniority will be defined based on the background of the selected candidate);
  • Have an academic background in Law, Political Science, European affairs, or similar;
  • Be familiar with and demonstrate a strong interest in aviation, in particular from a policy perspective;
  • Possess a thorough understanding of the complex EU legislative processes and the functioning of the EU institutions, agencies and other inter-governmental organisations;
  • Demonstrate strong diplomatic and interpersonal skills, high political acumen, including problem-solving skills; ability to represent EBAA in high profile networks;
  • Speak and write English fluently;
  • Have excellent oral and written communication skills, and feel at ease speaking in public;
  • Demonstrate a strong team orientation, with an ability to work effectively with a range of external stakeholders and colleagues including operational staff and senior management, and senior Members representatives;
  • Have a high degree of professional integrity, discretion, tact, and sensitivity in dealing with internal and external stakeholders and colleagues, at all levels.

Manager Operational Affairs

YOUR ROLE

The growth of business aviation, its prospects in the mid-to-long term, and the fast-evolving air transport environment in Europe and beyond are all having a decisive impact on the workload of the Association and its Secretariat.

Reporting to the COO, the manager is expected to assume and drive a varying number of aero-political dossiers and projects. This new role is suitable for either experienced junior managers that are ready to make the next step, or experienced aviation managers.

RESPONSIBILITIES

  • Have several specific files to look after including EU projects like SESAR and Eurocontrol, inter-associations projects such as illegal charter prevention, member projects on tax and air law and issues surrounding airport slots, access and ground handling;
  • Report to the COO on questions related to operational files and projects; in particular, (s)he will be responsible to ensure that his/her dossiers are being driven appropriately and that goals and objectives are met;
  • Propose and, where appropriate, implement strategies and projects aimed at influencing European institutions and international aviation organizations;
  • Play a coordination role with other aviation associations and trade bodies to establish, whenever feasible, a united front vis-à-vis natural recipients (governments, EU institutions, etc.), be it in Europe or internationally;
  • Provide periodic and comprehensive information to EBAA members on matters relevant to his/her portfolio;
  • Represent the Association on various platforms, both European and international. In particular, the manager will liaise with such associations as IBAC, NBAA, and a few other regional associations.
  • Supporting EBAA members on operational issues as they arise;

REQUIREMENTS

  • Have relevant professional experience in the aviation industry and understand the operational day-to-day challenges of our industry;
  • Have an excellent understanding of European air transport;
  • Possess a good understanding of the functioning of the EU institutions, as well as Eurocontrol and EASA;
  • Be a natural communicator, and feel at ease speaking in public;
  • Speak and write fluently English. French or German capabilities are considered an asset;
  • Be open-minded and able to travel worldwide;
  • This position could evolve into a senior manager level depending on the record and expertise of the successful candidate.
