Changes to non-objection procedures for flights to and from Russia

Operations to and from Russia by non-Russian operators need to obtain approval 5 days prior to the flight and a "non-objection" from 8 Russian operators. RUBAA (Russian United Business Aviation Association) informed us that the rules came out but without clear guidance or processes in place.

A new Russian regulation for Non-Objection procedures for foreign Business Aviation operators operating to and from Russia has been implemented on June 21st.

What is the main change?

Operations to and from Russia by non-Russian operators need to obtain approval 5 days prior to the flight and a “non-objection” from 8 Russian operators. RUBAA (Russian United Business Aviation Association) informed us that the rules came out but without clear guidance or processes in place.

What’s next? 

EBAA has reached out to RUBAA who initiated and participated in an emergency meeting with the Deputy Minister of Transport of the Russian Federation A. Yurchick in Moscow on the 26th of June 2019 on this topic.

The authorities were receptive to the arguments RUBAA put forward on behalf of the Business Aviation industry regarding flights to and from Russia. The regulation will be looked at by the ministry but there is currently no date when or if any changes will take place.

Please make sure you and your Ops and Sales team are aware of the regulation as it currently stands and be aware of the delays this might cause. RUBAA and the EBAA are continuously monitoring the situation and are working together with the authorities.
